Placement Priority Protocol - PreK-8

Community Schools:

1st Priority - EL Students: Students who need specific English language support.
2nd Priority - Attendance Area Siblings: Students with siblings who currently attend the attendance area requested school. Both siblings need to attend the school at the same time in order to receive sibling preference.
3rd Priority - Attendance Area Students: Students requesting a school that is identified as their attendance area school.
4th Priority - Closed School Program: Students attending a school where the grade configuration has changed due to a program being closed (e.g. Sheridan Pre-K-8 becomes Pre-K-5).
5th Priority - Expanded School Options: As MPS completes a Comprehensive Districtwide Design over these next three years, Extended School Option (ESO) placements are subject to change based on student need and district resources. For the 2019-2020 school year, ESO placement with transportation will not be offered to Lake Harriet-Upper or Lake Harriet-Lower. Students already placed at Lake Harriet through ESO may remain there with transportation through the final grades at those schools. That includes students moving from Lake Harriet-Lower to Lake Harriet-Upper in future years. Their siblings applying to those schools will not, however, be eligible to attend with transportation. (They may apply, and if placed their families would be responsible for transportation to and from school). ESO placement from Green Central to Burroughs will continue for the 2019-2020 school year.
6th Priority - Employee Preference: Children of current, permanent, benefit-eligible Minneapolis Public Schools employees.
7th Priority - Out-of-Area Siblings: Siblings of students currently attending a school not in their attendance area. Siblings must attend the same school during the same school year in order to receive sibling preference. Transportation is not provided and a transportation waiver must be signed.
8th Priority – Attendance Zone Students: Students who are not in the school’s attendance area, but live within the attendance zone. Transportation is not provided.
9th Priority – Minneapolis Residents: Students who are residents of Minneapolis, but do not live in the school’s attendance area or zone.
10th Priority - Open Enrollment: Students who reside outside Minneapolis.

Magnet Schools:

1st Priority - EL Students: Students who need specific bilingual language support.
2nd Priority - Attendance Zone Siblings: Students with siblings who currently attend the attendance zone requested magnet school. Both siblings need to attend the school at the same time in order to receive sibling preference.
